Cape Town homeowners urged to check property values by April

Cape Town homeowners face a significant adjustment to municipal rates starting July 2026 as the City implements its new General Valuation Roll (GV2025), which reassesses nearly 970,000 properties across the metro area. These valuations directly determine property rates that fund essential services including infrastructure, waste management, and public amenities. The updated assessments could result in substantial changes to monthly bills for many residents, with the City proposing a 10.2% reduction in the residential rate-in-the-rand to partially offset increases.

The municipal valuation process differs from a property’s purchase price or an agent’s estimate, instead reflecting the City’s assessment of market value at a specific valuation date. Homeowners have a narrow window until 30 April 2026 to review their assigned values, compare them against recent comparable sales in their area, and submit formal objections if discrepancies appear. This timeline is critical, as the GV2025 will lock in rates for the coming valuation cycle.

Experts emphasize the importance of proactive review. “Municipal valuations can feel technical, but they have very real consequences for household budgets,” said Esteani Marx, Business Development Executive at Lightstone. “Homeowners should treat the valuation roll as an important financial document. Checking the municipal valuation against actual market activity in the area can help determine whether it accurately reflects the property’s value.” Marx noted that Cape Town’s strong property price growth, particularly in high-demand coastal and lifestyle areas, means many homeowners may see significant increases compared to the previous valuation cycle.

Accurate data has become a strategic tool for homeowners managing this process. Platforms like Lightstone’s EzRates enable users to benchmark valuations against real market transactions, identify potential overvaluations, and build evidence-based objections. “Access to reliable property data can make a meaningful difference when reviewing municipal valuations,” Marx explained. “It allows homeowners to assess whether their valuation is reasonable and take action where necessary.”

For many residents, municipal rates and service charges represent an increasingly large portion of homeownership costs. Even moderate valuation changes can create noticeable pressure on monthly budgets, particularly in a rising-cost environment. The City’s proposed rate reduction offers some relief, but properties experiencing sharp valuation jumps may still face higher bills. Homeowners are urged to act decisively within the limited objection period to ensure their assessments align with actual market conditions.
